Aturan Kampanye Pemilu 2024 dan Larangan Penggunaan Fasilitas Umum

NESTS MEDIA | Tuapeijat – –  Menjelang Pemilihan Umum (Pemilu) 2024, Komisi Pemilihan Umum (KPU) Republik Indonesia (RI) telah menetapkan aturan kampanye melalui PKPU Nomor 15 Tahun 2023. 

Dalam peraturan tersebut, terdapat sejumlah larangan kampanye yang harus ditaati oleh semua peserta Pemilu. Pasal-pasal dalam peraturan ini menjelaskan larangan-larangan yang berkaitan dengan tempat pemasangan bahan kampanye, tindakan dan perilaku dalam kampanye, serta larangan penggunaan fasilitas negara dalam kegiatan kampanye.

Larangan Pemasangan Alata Peraga Kampanye (APK)

Pasal 70 PKPU Nomor 15 Tahun 2023 mengatur larangan pemasangan bahan kampanye di beberapa tempat umum. Beberapa tempat yang dilarang untuk pemasangan bahan kampanye antara lain:

  1. Tempat ibadah
  2. Rumah sakit atau tempat pelayanan kesehatan
  3. Tempat pendidikan
  4. Gedung milik pemerintah
  5. Jalan-jalan protokol
  6. Jalan bebas hambatan
  7. Sarana dan prasarana publik
  8. Taman dan pepohonan

Larangan ini bertujuan untuk memastikan bahwa kampanye tidak mengganggu kegiatan sehari-hari masyarakat dan menjaga kenyamanan lingkungan.

Ketua Devisi Sosialisasi, Pendidikan Pemilih, Partisipasi Masyarakat dan Sumber Daya Manusia, KPU Kepulauan Mentawai, Eki Butman mengatakan bahwa tak hanya larangan penggunaan fasilitas umum atau tempat-tempat Pemerintah tapi juga Calon Legislatif (Caleg) perlu memperhatikan pemasangan APK di jalan raya, seperti pemasangan spanduk dan lain-lain tidak kurang dari jarak 2 meter dari pinggir jalan.

“Ini perlu diperhatiakan oleh Caleg bahwa pemasangan APK jaraknta  adalah dua (2) meter dari jalan raya”, katanya saat kegiatan Sosialisai Tahapan Kampanye Pemilu Serentak Bersama dengan unsur Jurnalis Kepulauan Mentawai, pada Rabu (20/12/2023) di Kantor KPU.

Pasal 72 PKPU Nomor 15 Tahun 2023 menjelaskan larangan tindakan dan perilaku dalam kampanye yang harus dihindari oleh pelaksana kampanye, peserta kampanye, dan tim kampanye. Larangan ini meliputi hal-hal seperti:

  1. Tidak mempersoalkan dasar negara Pancasila
  2. Tidak melakukan kegiatan yang membahayakan keutuhan Negara Kesatuan Republik Indonesia
  3. Tidak menghina individu atau kelompok
  4. Tidak menggunakan kekerasan atau ancaman kekerasan dalam kampanye.

Larangan Penggunaan Fasilitas Negara dalam Kampanye

Selain larangan-larangan di atas, PKPU Nomor 15 Tahun 2023 juga mengatur larangan penggunaan fasilitas negara dalam kampanye. Ini bertujuan untuk mencegah keberpihakan atau pengaruh negara dalam Pemilu. 

Pasal 76 melarang pejabat negara, pejabat daerah, dan aparatur sipil negara untuk mengadakan kegiatan yang mendukung atau merugikan salah satu peserta Pemilu sebelum, selama, dan sesudah masa kampanye.

Jadwal Kampanye Pemilu 2024

Mengenai jadwal kampanye Pemilu 2024, KPU telah menetapkan sejumlah tahapan yang harus diikuti oleh peserta kampanye. Jadwal tersebut diatur dalam beberapa periode:

  1. 28 November 2023 – 10 Februari 2024: Masa ini mencakup pertemuan terbatas, pertemuan tatap muka, penyebaran bahan kampanye kepada umum, pemasangan alat peraga kampanye di tempat umum, debat pasangan calon presiden dan wakil presiden, serta kampanye melalui media sosial.
  2. 21 Januari – 10 Februari 2024: Tahap ini mencakup kampanye rapat umum, iklan di media massa cetak, media massa elektronik, dan media daring.
  3. 11 – 13 Februari 2024: Masa tenang, di mana semua bentuk kampanye dilarang.
  4. 2 – 22 Juni 2024: Jika terjadi putaran kedua Pemilihan Presiden (Pilpres), maka akan ada kampanye tambahan.
  5. 23 – 25 Juni 2024: Masa tenang jelang pemilihan putaran kedua (jika ada).

Ini adalah jadwal yang telah ditetapkan oleh KPU untuk memastikan tahapan kampanye berjalan dengan tertib dan adil. 

Dalam pasal 76 PKPU Nomor 15 Tahun 2023, dijelaskan bahwa setiap pelanggaran terhadap larangan kampanye akan dikenai sanksi sesuai dengan Undang-Undang yang mengatur mengenai Pemilu. Sanksi ini diberlakukan untuk memastikan bahwa semua pihak yang terlibat dalam kampanye mematuhi peraturan dan menjaga integritas Pemilu.

PKPU Nomor 15 Tahun 2023 memberikan kerangka yang jelas mengenai larangan kampanye dalam Pemilu 2024. Larangan tersebut meliputi berbagai aspek, mulai dari tempat pemasangan bahan kampanye hingga tindakan dan perilaku dalam kampanye.

Selain itu kampanye melalui Media Sosial (Medsos) akun harus terdaftar di KPU dan tidak boleh menggunakan akun pribadi Caleg, sesuai dengan PKPU bahwa akun yang terdaftar boleh melakukan kampanye di Medsos.

KPU Mentawai mengabil Langkah dan persiapan melakukan rapat koordinasi Bersama Partai Politik terkait dengan bagaimana mekanisme kampanye itu sendiri berdasarkan PKPU dan aturan kampanye, dan KPU Mentawai juga telah mengeluarkan Surat Keputusan (SK) 085/2023 terkait pemasangan titik lokasi pemasangan APK dan lokasi pelaksanaan rapat umum.

Kemudian lokasi larangan steril atau zona hijau khusus di Ibu Kota Kabupaten Kepulauan Mentawai, Tuapeijat adalah dari simpang Mapaddegat sampai SP2. (Str)
